This means that your HUD has determined that you don’t actually own the LULU Collar / Cuff / Gag. So you are not allowed to use it.

This could happen if:

• you bought (or someone bought for you) the item, but it was later refunded for it for whatever reason.
• somehow you came into possession of an unauthorized copy of the item.

If none of this is true, try this:

• reset your HUD (HUD menu > HELP… > reset…). This will re-sync your HUD with the LULU servers.
