When I wear my Collar/Cuffs/Gag from inventory, they don't respect the rez/de-rez anims settings

You have set your Collar/Cuffs/Gag to rez/de-rez with anims (or without). This works fine when you air-res them from the HUD, but when you wear them from inventory they do not respect the setting.

This is because your Collar/Cuff/Gag will always respect the same setting as their first rez. If they were set with anims on when they were first air-razzed, they will always have anims on. And vice versa.

Solution:
Rez a new set of Collar/Cuffs/Gag from your HUD (by clicking the icon or from the HUD Menu, or from a chat command). That set will rez according to your current settings. You can delete the older used Collar/Cuffs/Gag.
